Effective January 19th, the Mayor Signed Executive Order 2022-5 requiring proof of vaccination or negative test result to enter City-licensed businesses who sell/serve food and/or beverages for consumption on premise. On March 25, 2020, Minnesota Governor Tim Walz issued Executive Order 20-20 which directed all Minnesotans to stay at home or in their place of residence except to engage in specifically defined Activities and Critical Sector work. Broad distribution and uptake of COVID-19 vaccines is essential to ending the COVID-19 pandemic. WHEREAS, on June 8, 2020, I declared under the authority given in Minnesota Statutes 12.29, that the local emergency continued to exist within Saint Paul, effective March 15, 2020, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13; and, WHEREAS, the COVID-19 pandemic continues to present an unprecedented and rapidly evolving challenge to our City. I hereby further direct the Director of the Department of Safety and Inspections and the Director of the Department of Public Works to take all actions necessary to facilitate the use of outdoor property for Saint Paul businesses, and to expedite all applications as described in this Order. All Businesses: Strongly encouraged to require that all individuals, regardless of vaccine status, wear a face covering indoors. The curfew has been critical in preventing further risk to public safety and destruction to property. The City will make every effort to notify permit holders by 3 PM on the day of the declared Snow Emergency, using e-mail addresses on file with the Department of Public Works. As of the date of this Executive Order, there are no available shelter beds for the approximately 300 people currently experiencing unsheltered homeless who are living outdoors in the City of Saint Paul. At the time a final price is disclosed to a customer for the intended purchase and delivery of food from a Food Establishment through a Third-party Food Delivery Platform and before that transaction is completed by the customer, the Third-party Food Delivery Platform shall disclose to the customer, in plain language and in a conspicuous manner, any commission, fee, or any other monetary payment charged to the customer by the Third-party Food Delivery Platform. Code Chapter 13.06(b) provides that, whenever necessary to meet an emergency the mayor may by executive order promulgate regulations for which adequate regulations have not been adopted respecting all other matters which are required to protect public safety, health and welfare in emergencies. Such books and records must be made available to the Department of Safety and Inspections upon demand. 19% of small businesses have had an overall large negative impact and 24% have had a moderate negative impact. Code 13.06(a) to which the City Council consented to on March 17, 2020 and which remains in effect having been duly extended. This Declaration has been extended and remains in effect. On March 15, 2020, Saint Paul Mayor Melvin Carter issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. The mandate also goes into effect at 5 p.m. Thursday. STL businesses bring back face mask mandates as COVID cases surge - KSDK and all other matters which are required to protect public safety, health and welfare in emergencies.. Because it is indoors and passes through private buildings, the skyway system is difficult to patrol and, should civil unrest develop within the skyways system, it would require extensive manpower to control. WHEREAS, Ordinance 20-36, Section 2 allows City officials authorized to arrange for the use of Freedom House as a temporary day-use service facility and winter weather sheltering facility for the unsheltered but does not address severe weather such as tornadoes or high wind; and, WHEREAS, the City has approved an expansion capacity for other shelters available to homeless individuals currently during cold weather emergencies; and. SAINT PAUL, MN- Today, Saint Paul Mayor Melvin Carter signed Executive Order 2022-2, renewing the requirement for facemasks to be work indoors in all city-controlled facilities and at all businesses licensed by the City of Saint Paul at all times when social distancing of at least 6 feet is not maintained, except for temporary removal of face covering when eating or drinking. OFE may enter into an agreement with a third-party to complete this study. Along University Avenue between Snelling Avenue and Lexington Parkway, more than 70 businesses were hit, with more than a dozen sustaining serious fire damage. 2. On March 18, Governor Walz signed Executive Order 20-08 clarifying that Executive order 20-04 also applied to salons, barbershops and other similar establishments. On January 13, 2022, I issued Emergency Executive Order 2022-5 requiring (with exceptions) that, any licensed business that is a space of public accommodation in the City of Saint Paul during any time that food and/or drink is sold or served indoors for consumption onsite limit admission of patrons to the area of the licensed premises where food and/or drink is being consumed, to only those persons who furnish proof of a completed vaccination series against COVID-19 or a negative COVID-19 test obtained within seventy-two (72) hours of entry. WHEREAS, the City has approved an expansion capacity for other shelters available to homeless individuals currently during cold weather emergencies. The now 21-month health emergency has impacted the residents and businesses of Saint Paul. j. In response to this development, the City of Saint Paul must take additional proactive measures. WHEREAS, on February 24, 2022, pursuant to Saint Paul Legislative Code section 13.06, I rescinded Executive Order 2022-11 related to face coverings in City-Licensed Businesses and City-Controlled Property and replaced it with Executive Order 2022-14 which required the following: WHEREAS, at that time, the City of Saint Paul maintained the above-described face covering requirement in order to continue evaluating the spread of COVID-19 by monitoring case rates, positivity rates, hospitalizations, and vaccination rates; and, WHEREAS, amid promising downward trends of case rates, positivity rates, and hospitalizations in Ramsey County, data available from the Centers for Disease Control and Prevention as of March 3, 2022 shows that the Community Level related to risk is Low, the reported cases per 100,000 is 118.11, hospital admissions per 100,000 are 6.1, and percentage of hospital beds occupied are at 5.9%; and, WHEREAS, these promising public health metric trends, combined with 81% of those eligible for the COVID-19 vaccine (5 and older) in Ramsey County having received at least one dose, demonstrate progress toward ending this pandemic; and, WHEREAS, the U.S. Centers for Disease Control determines the COVID Community Level in Ramsey County is Low as of March 10, 2022, based on COVID-19 hospital admissions, inpatient beds occupied by COVID-19 patients, and total new COVID-19 cases in the past seven days; and. 116.15. i. Face coverings must fully cover an individuals nose and mouth. Executive Order 2020-10 allowing expansion of outdoor uses, creating a C-19 Seasonal Outside Service Area license and a C-19 Right of Way Permit, and waiving certain licensing, zoning, and other regulatory requirements. Executive Order 2020-2 describing essential government operations will expire on May 6, 2020. St. Paul is one of a few school districts in the state to still have a mask mandate in place Minneapolis Public Schools is another district that has yet to drop its mandate. NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, do hereby issue the following Emergency Executive Order: Executive Order 2022-1, related to masks in City-controlled property, is rescinded and replaced with this Executive Order on the below-listed effective date. An impacted license holder who fails to pay license fees or renew a license is subject to adverse action and license suspension. Athletes, performers, and supporting staff competing or performing at indoor spaces that are licensed or controlled by the City of Saint Paul are not subject to this regulation. WHEREAS, serious threats to health and safety of persons and other impacts of the COVID-19 pandemic continue to be felt in the City. Declares, under Minn. Stat. 13D.021, that in-person meetings of the City Council and other public bodies under the Mayor's jurisdiction are not practical or prudent because of the COVID-19 health pandemic and the emergency declared under Minn. Stat. Both mandates went into effect Jan. 5 and required masks in public indoor public spaces,. Governor Walz, as part of Executive Order 20-56, also activated the National Guard to support in emergency operations and response. 2. On May 17, 2020, Executive Order 20-48 expired, and Minnesotans are again allowed to leave their homes for certain non-work activities outside of the home, including activities that are not conducive to social distancing and hygiene, for many reasons. The St. Paul mask mandate provides, "Individuals at City-Controlled Property: Must wear a face covering indoors at all times when social distancing of at least 6 feet is not maintained." The mandate defines "city-controlled property" to include ". NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, hereby issue the following Executive Order. Emergency Plans classify all City services as Priority One, Priority Two, Priority Three, or Priority Four and determine the personnel necessary to maintain each service classification. WHEREAS, the City aims to allow commercial uses of outdoor space in the public right-of-way for as long as possible, but also seeks to ensure that business furniture and other property is removed from the public right of way once the snow season has begun; I, Melvin Carter III, Mayor of the City of Saint Paul, on October 5, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: SUSPENDING CERTAIN REQUIREMENTS OF THE ZONING CODE PERTANING TO CONSENT PETITIONS. All other local, state, and federal restrictions remain in place. Because much of the destruction and violence has taken place under the cover of darkness, a temporary night-time curfew is necessary in order to ensure the public safety of the people of Saint Paul and protect property. 12.29; which the City Council consented to on March 17, 2020. Amid Highly Contagious COVID-19 Variants, Mayor - Saint Paul Minnesota St. Paul school board lifts school mask mandate - Star Tribune 21-65 which took effect on February 5, 2022 and raised license fees for many of these businesses. Sec. St. Paul Public Schools will drop mask mandate starting Monday For Establishments holding a liquor license, submit an application and obtain a license for a Temporary C-19 Seasonal Outside Service Area which will have the requirements and criteria of Saint Paul Leg. This Declaration has been extended and remains in effect. On March 16, 2020, Minnesota Governor Tim Walz issued Executive Order 20-04 which ordered the temporary closure of Minnesota restaurants and bars to dine-in customers and also ordered the temporary closure of places of public accommodation and amusement, including but not limited to: theatres, museums, fitness centers, and community clubs; and Bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, clubs, and other places of public accommodation that offer alcoholic beverages for on-premises consumption until April 10, 2020. Minneapolis Emergency Regulation No. This Order has been extended several times and remains in effect; and, WHEREAS, on March 25, Governor Walz signed Executive Order 20-20 directing Minnesotans to stay at home and allowed only essential workers to go to work. Pursuant to Chapter 13 of the Saint Paul Legislative Code, this Executive Order will take effect at 5:00 pm on January 6, 2022 following my signature and, if not sooner rescinded or later extended, shall expire at the end of forty (40) days after its effective date or at the end of the declared local emergency to which it relates, whichever occurs first. 2. WHEREAS, earlier this winter, the National Weather Service (NWS) forecasted a potent storm system which was forecasted to entail multiple hazards, including but not limited to: WHEREAS, these and similar hazards are likely to occur throughout the winter and will place individuals experiencing unsheltered homelessness at extreme risk. After Executive Order 2020-22 was issued, the Department of Safety and Inspections engaged in further discussions with the Skyway Governance Committee as well as individual owners of downtown businesses and learned that several downtown hospitality businesses remain closed or with reduced hours and that several other businesses with office workers are still largely working remotely. Other Minneapolis police officers stood guard as witnesses begged the officers to provide life-saving aid to George Floyd. On April 8, 2020 and April 30, 2020, Governor Walz issued Executive Orders 20-33 and 20-48, respectively, extending and modifying the previous Stay at Home orders. This civil unrest included mass protests in Minneapolis on May 26- 31, 2020 which caused injuries, looting and the destruction of public and private property. 12.31, subd. Exemptions. Although onditions have improved, threats to public safety remain. WHEREAS, Ordinance 20-36, Section 2 allows City officials authorized to arrange for the use of Freedom House as a temporary day-use service facility and winter weather sheltering facility for the unsheltered but does not address severe weather such as tornadoes or high winds. NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, hereby issue the following Executive Order: I, Melvin Carter III, Mayor of the City of Saint Paul, on November 16, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: The March 15, 2020 Emergency Declaration at Paragraph 2 directed City departments to review ordinance and regulatory requirements that can and should be adjusted or suspended, or to enact emergency regulations to support the residents of the City during the COVID-19 pandemic. Executive Order 2020-4 allowing the City to treat Alternative Care Sites as medical facilities for purposes of the zoning code. For Establishments holding a liquor license, submit an application and obtain a license for a Temporary C-19 Seasonal Outside Service Area which will have the requirements and criteria of Saint Paul Leg. Based on the easing of COVID restrictions statewide, the fact that the spread of COVID-19 has slowed, and the wide availability of vaccines it is now time to consider easing back to regular skyway hours. On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-10 Declaring a Peacetime Emergency and Coordinating Minnesotas Strategy to Protect Minnesotans from COVID- 19 pursuant to Minn. Stat. In response to the civil unrest, I have issued Emergency Executive Orders 2020-11, 13, 14, and 16 imposing a curfew in all public places in order to protect individuals and property. On September 29, 2020 The Skyway Governance Advisory Committee, BOMA and the St. Paul Downtown Alliance met and discussed skyway use and the 7:00 p.m. closing hours. All Essential Governmental Operation services that can be reasonably accomplished virtually or through telework will be so accomplished. Following the death of George Floyd, civil unrest erupted in Minneapolis including fires, looting and other criminal behavior. In response to the civil unrest, on May 29, 2020, I issued Emergency Executive Order 2020-11 imposing a curfew in all public places in order to protect individuals and property. Other Minneapolis police officers stood guard as witnesses begged the officers to provide life-saving aid to George Floyd. Extending City of Saint Paul Emergency Declaration COVID-19 June 1, 2021, Emergency Executive Order August 16, 2021-34, issued several Executive Orders. ,p>On March 15, 2020, I issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Even though vaccinations have become widely available, it is now recommended that all fully vaccinated individuals receive a booster shot; and serious threats to health and safety of persons and other impacts of the COVID-19 pandemic continue to be felt in the nation and City. Supplemental COVID-19 safety measures include: The pedestrian skyway system as defined in Saint Paul Legislative Code chapter 140. This does not include the Saint Paul City Council. During the course of the pandemic, small businesses in metropolitan areas have been hit harder than those in rural areas.
